In the Grinch with Jim Carey, when he says “solve world hunger. Tell no one.” was it in a nice way or a mean way??

I always thought he meant “tell no one” as in “don’t tell anyone I’m doing something good”. But now that I’m thinking about it... does it actually mean “solve it and don’t tell anyone so people continue to starve”?? The way he says “tell no one” always made me think he was ashamed of doing something good! Wtf what do you guys think??
