Movie cinematography style

"Good" movies and "Cheesy" or "B" movies have a completely different look to them. I feel like I can watch a few minutes of a random unfamiliar movie and can tell if I'll like the movie or not from the way it's filmed. I'm curious, what is the actual difference between how these movies look? Is it the directing and editing, or is it actually a difference in equipment used? Perhaps I'm not phrasing my question properly but what I'm trying to say is I would assume people can study "Successful" films and could learn to film their movie in the same way, so even if you don't have great actors or a great script the movie can look the same as a "good" movie. Does my question make sense?

Also, to be fair there are some terrible movies with great filming, lighting, special effects and scenes. Jupiter ascending comes to mind. But I can't think of a movie I really liked that has bad cinematography.
