LOTR Question: Why Do The Ringwraiths Struggle To Find Frodo and co When They Were in Bree?

As I read on the internet, they are apparently very blind and depend on smell and hearing (for the most part) to hunt their target. They have a stronger sense of the Ring whenever it is being used, and use this to their advantage to track down Frodo and the Hobbits. However, when they run into Aragorn in The Prancing Pony, Aragorn sets up dummies in their room as they hide away in another. So my question is; when the Ringwraith's found out the Hobbits weren't in that room, why did they leave immediately afterwards? Were they called away? Why couldn't they smell the Hobbits?

EDIT: I've also read that Hobbits are skilled at hiding, but after checking one room, why didn't they check all the others?
