Single dad moving has a son who I believe is handicap. The son is kidnapped and killed. The film is about the father looking for his son spending his life trying to solve it. I believe there's an investigator who can't solve it either until a prisoner is running his mouth like 20 years later or something.
The movie can't be more than 15 years old.
