Are there any law in UK that punish people acting disrespectful against others?

Today i(am asian) witnessed my asian friend who is a shopkeeper demeaned by a customer. This guy threw money on the counter while my friend had his hand out to receive it. He was acting like he owned the place. He basically stood infront of the counter after that facing opposite to my friend while blocking other customers. He bought one of those long jelly things wrapped in plastic and threw the wrapper on the shop floor and left. Im not saying he was racist(which he probably was), but arent there any law that punishes such actions. Ofcourse, he is not doing any harm physically but wouldnt it cause psychological damage. I am in shock seeing such behaviour and i belive that no way should action go unpunished. I mean we are from nepal and both of our dad are ex-british army. It breaks my heart to see the people of the country that our parents fought for treating us like this. Makes me wonder what other such things are going on in this country that goes unheard and ignored. For all I know my own parents might be facing such treatments and wont tell us because they are ashamed of saying such things to us.... Edit: please comment you thoughts on such occurance.
