Can Apartment complex be held responsible for property damage when they canceled security camera monitoring contract without telling tenants, and haven't replaced in 3 months?

I live in a pretty expensive condominium complex in what I thought was a good area of Virginia. My apartment complex has an open-port car garage below it with 6 cameras around which I have always found comforting. I figured this would help me when I woke up this morning to go to the gym and saw that my soft top on my convertible had been slashed open for a thief to try (unsuccessfully) to steal my radio and get away with my other belongings.

When I emailed the property management though they told me their security contract ended in July and they've since "been in the process of getting estimates for a replacement security company."

A. From what I have seen in my emails the tenants were never made aware of this lack of security

B. This seems like an unreasonable amount of time for the company to be able to go without replacing the cameras.

Is there anything I can do to get reparations from the company so that my own car insurance cost doesn't go up or to at minimum cover my deductible?

TLDR: Can I legally make my condo complex cover damages to my car because they stopped paying for security cameras without telling the tenants?
