Is Natural Born Killers a Hidden 90s Masterpiece?

This movie troubles me. Not because of its content, themes or violence, but because of its cultural relevance.

Or more specifically, it's lack of cultural relevance...

Why has Oliver Stone's Natural Born Killers not stood the test of time? Why is it not held up as a modern classic, the way other 90s films like Pulp Fiction, Fight Club or Goodfellas is, considering it is vastly more visually ingenious, socially relevant, and pushes the boundaries of what filmmaking can be?

What are your thoughts on why NBK isn't considered "as good as" many other similarly themed movies of the 90s?
