Why is foreign considered a genre?

I never really understood this. Just because a film is in a different language, why is that considered its own genre? I know the type of drama a foreign film usually denotes, but that doesnt mean there arent comedies, action, thriller in other languages. A great example, The Hunt, about a convicted day care teacher where one of the students randomly accuses him of sexual abuse with no evidence and how quickly his life unravels and a Separation, about an Iranian middle class couple that separates and the husband hires a caregiver to help with his father...both incredibly different movies, yet both are usually just under a branch category, "Foreign". I suppose both are dramas, but Id say the Hunt is more of a thriller while A Separation is a family drama.

Is this term just antiquated?
