The only scraps of info I can give: 2-D animated, possibly mid 20th century from my memory of the art style. I probably saw it on VHS around 1995:
This film had an omniscient narrator. A portly, bearded, greedy man who owns a zoo or menagerie or circus and he doesn't take good care of his animals. And then winter comes, and snow falls, and covers the animals in their cages. I AM PRETTY SURE THESE ANIMALS DIDN'T SPEAK or ANTHROPOMORPHIC. Realistic.
The memory gets hazy but I think someone comes to take the animals away, and the greedy man says something along the lines of "they're not sick, they're just a little tired."
