Out of the classical states of matter, liquids make the least amount of sense

Solids are straightforward, molecules sticking to other molecules. Gas and plasma are (roughly speaking) just particles going around each doing their own thing. But liquids, at least at first glance, seem to be relatively arbitrary in how their particles behave with respect to each other.
