90s - early 2000s. Young girl finds out her sister is actually her mother. I remember these characters being blonde, and white. She also has a friend who is an older (20s -30s) mentally handicapped white man who is arrested, and people suspect he is having a relationship with the young girl. I was a kid when I watched this movie, like 8-12, though it is NOT a kids movie at all, and it made a big impact on me. I would love to remember the title and rewatch it. Please help!
