She would rather let a poor tortured man's new life be destroyed than be scolded by her parents and the law. Jim at least was just a troubled and damaged youth. Kim is just a full blown coward.
She and her mother also do absolutely nothing when they learn that Edward was sexually assaulted by that horrible woman. And whats worse is that they let the neighborhood label him a rapist when that evil women's pride is hurt.
And possibly the worst offense of all. She watches Edward save her own brothers life from a drunk driver. And still says absolutely nothing.
The only thing necessary for the triumph of evil is for good men to do nothing. And Kim spent her entire life being an absolute chicken shit. Content to let edward wither away alone atop that hill.
