Speaking in stereotypes: Men tell women they are hot/pretty/desired. They tell them to smile, and show appreciation for whatever the person is doing, no matter how mundane.
Men traditionally are under-complimented, and place an undue importance on value from work tasks.
Stereotypically: Women flirt with hints and offering opportunities to further engage. They tend to be sensitive to imposing upon the relationship.
Generally women are pressured to behave and act specific ways, and expected to warmly receive any outside contact.
Men want the attention they flirt with, and Women want the support/empowerment they flirt with.
