If interest rates are negative shouldn't banks pay people to lend?

Ok so we know some places (Switzerland amongst others) have negative interest rates. However if you borrow €10 @ 10% from me then you pay me €1 euro interest. If it is 0% then you pay nothing in interest. If it is -10% shouldn't I have to pay you €1 for every €10 you borrow?
