Before the events of captain America the first avenger Magneto was fed up and tried to stop hydra all by himself and displayed his ability but at the end hydra took him down because he wasn't strong enough yet so since they saw him as a potential threat they froze him not just to tame him but to also experiment on him but then the events of captain America the first avenger happened and he was just forgotten about in a future MCU movie have someone find him locked underground somewhere then he would wake up still filled with anger and in that mind state then go from there
