Paradox of socialism/communism

To have socialism or communism on a large scale requires forcing people to give up what they have for distribution to the public. This requires a very powerful state that can enforce the distribution of all the goods. But once this entity (the state) is in place that is strong enough to force the population to comply with the system, what prevents the state from being hijacked from within by dictators and authoritarians, resulting in a new class of administrators that now control everything? Tl;dr how can you enforce socialism without creating a class of administrators that are just the new bourgeoisie?
