I'm not sure why this is such a thing in so many action movies, but there is this certain trope of criminals acting like huge dorks in action movies. By this I mean characters like Clarence Boddicker from Robocop, or the henchmen from The Crow. I think their dopiness is meant to make them seem insane or sociopathic, when more often it just makes them totally silly.
