We first decided on 20-sh villains to rank and ranked them separately. We compared our lists and if we had the villain in the same tier we kept them in that tier. To decide the rest of the tier ranking, we made a excel spreadsheet and graded them on certain criteria we thought was important. We graded them according to how scary they would be to meet in real life, the uniqueness of the villain, how badass the villain is, how smart the villain is, and their effectiveness as a villain. Then the grades were averaged and roughly put into tiers based on averages. This is our opinion/\"fun little project\", tell us what you think.
