While there's generally only slight differences in most films' ratings, this is among those with the biggest differences.
I figure it's because unlike many other movies that are "Rated R" in the US, this one doesn't feature any violence. and since there also is no rampant drug use/abuse and the film is not scary either, the only thing that would warrant it to be deemed to be appropriate only for older audiences would be dating and sex.
the depiction of which is not considered such a big deal here in Germany, hence the very different perception of who should be allowed to watch it (of course that in itself is a big difference, because iirc US ratings aren't mandatory).
(and I'm aware this is no groundbreaking new realization. but, having just seen the movie earlier this night, it still seemed noteworthy due to the huge gap in how it was rated)
