They start their military training at the academy quite young (Kakashi graduated at 5 years old iirc) and as far as I remember there is no other educational institution that is regarded as highly as the ninja academy. Also, they rely heavily upon children in actual combat/war. Sure, it's a normal anime trope for the fate of the world to rest in some teenager's hands. But here it's a whole society normalizing and glorifying being a child soldier.
