If a service provider has installed Fibre optic cable’s in my area, can other competing companies provide internet on those lines or not?

I don’t know if this is a stupid question but i keep hearing different answers. If company A lays down the infrastructure and has Internet deals, can companies b-z also provide internet services on said infrastructure?
