In Sicario, why is Alejandro referred to as Medellín by the Mexicans?

2 more questions:

Was he really a "prosecutor" working for/out of Mexico or lying to Emily Blunt's character?

Was Alejandro a part of Medellín cartel that was taken over by the Sonora Cartel?

I googled this shit, but I value reddit's opinion (most of the time). I revisited this film after Soldado trailer and goddamn Roger Deakins is the master—the beginning of this desert scene where the CIA/special ops disappears into the night is so well executed.
